Overview

Northwood Technical College is seeking applications from qualified candidates for a full-time Student Finance Manager (Bursar) @ Any of our four campus locations. (Ashland, New Richmond, Rice Lake or Superior)

 

The Student Finance Manager is responsible for developing a comprehensive vision for the assessment, collection and reporting of student tuition and fees, and student accounts receivable functions college wide. The Student Finance Manager provides leadership direction and coordination of the campus business services staff and oversees the administration of tuition billing, payments and refunds while adhering to all federal, state, and instructional policies and regulations.

 

*This position involves duties that could be performed in a hybrid setting (remote or off-site environment 3-4 days per week). Campus-based duties are minimal, however requiring in-person availability approximately 1-2 days per week rotating collegewide for employee engagement and collaboration.

Student Billing & Account Management

  • Ensure proper recording and accounting of financial transactions to include registration feeds, financial aid awards, refunds, billings, waivers, student accounts receivable, collections and disbursements; oversee reconciliation of all funds received regardless of method of payment.
  • Assess new student fee schedules, update web information by determining appropriate due dates and refund schedules in conjunction with registration period and financial aid disbursement dates; disseminate financial schedules and important dates to Student Services.
  • Authorize and execute student financial aid refunds in accordance with federal, state, and institutional programs.
  • Ensure collection efforts of past-due accounts are prudently followed with state and private collection agencies.
  • Project lead for implementing Student Finance module of new enterprise resource planning system.
  • Responsible for the design, testing, enhancement and implementation of software changes for internal and external projects and college financial system upgrades related to student finance.
  • Oversee third party contract tuition billing. Develop third-party coverage and procedures.

Customer Service & Communications

  • Oversee campus commerce cashiering services including campus enterprises.
  • Correspond with agency administrators regarding additional needs and contract clarifications.
  • Resolve escalated student and interdepartmental disputes, discrepancies, and complaints that may arise with students, faculty, staff, and outside agencies as they pertain to financial transactions.

Team Development & Supervision

  • Provide supervision direction for campus business services staff which includes recruitment, coordinating & cross training of job assignments, work schedules, staff evaluations, and employee development to promote a positive impression of Northwood Technical College both internal and external relationships.
  • Works closely with Financial Aid Director, Registrar & Enrollment Services in sharing/receiving needed information to best serve students, campuses, and the community.

Compliance & Reporting

  • Ensure proper and consistent cash safeguarding policies and procedures are performed collegewide.
  • Review fiscal policies and changes, and design and administer operational procedures that follow federal, state, institutional, and other policies and regulations.
  • Responsible for the primary management, coordination, policy setting, and working knowledge of guidelines for administering WTCS revenue assessment and collection.
  • Administer the College's credit card payment locations by setting up new merchant accounts.
  • Ensure PCI (payment card industry) compliance standards are upheld for all card payment areas.

Financial Management & Reconciliation

  • Prepare and/or review reconciliations of student related bank accounts, tuition and fee accounts receivables, student related journal entries, and deferred tuition revenues.
  • Other duties as assigned

Qualifications

Degree & Experience Required:

  • Bachelor’s degree in Business, Accounting or related field
  • Four years related work experience
  • One year Supervisory/Leadership experience

Knowledge, Skills, and Abilities:

  • Ability to communicate effectively both written and verbally

  • Strong customer service skills that focus on diversity, community, and continuous quality improvement
  • Problem-solving skills that employ critical thinking
  • Proficiency in the use of Microsoft Office suite and the ability to effectively apply technology to tasks and projects
  • Experience leading projects through time management and effective delegation
  • Ability to be detail-oriented, well-organized, to work independently on assigned tasks
  • Ability to obtain driver’s license and insurance coverage in accordance with College policy
  • Customer service experience and support in a mid-sized complex institution or company

Preferred:

  • Previous experience with relational databases such as PeopleSoft
  • Accounting experience
  • Experience in a post-secondary educational setting
  • Experience with credit and collections systems, system interfaces, and cash collection rules and regulations
  • Knowledge of federal financial aid regulations as they relate to student accounts and federal funds
  • Knowledge of IRS requirements and regulations as they relate to Form 1098T and student tuition and scholarship reporting

Salary

FY25 Salary - Grade M - $70,765 / year
